The construction of the two-story building, which was built with commercial premises on the first floor and residential premises on the second floor, took place somewhere in the period between 1895 and 1900. The rooms were decorated with frescoes, which have unfortunately been obliterated. It was restored in 1976 by specialists from the National Institute for Cultural Monuments, together with Vidin artists Petar Burchev and Tsvetan Timoteev, and was used for the Club of Culture Workers.

The roof of the Neo-Baroque building is embellished with , which are adorned with foliage. Underneath the straight , you can see two supportive and an adorned with a surrounded by floral decorations, the same decorations that are used in the segmental en pointed pediments. Underneath segmental pediments, you can see two crowned with a Corinthian , while the columns that flank it, are crowned with an Ionic one. Underneath the pointed pediment, you can see two columns crowned with an Ionic capital, and this pediment is flanked by pilasters that are adorned with a cartouche. The balustrade of the curved balcony, which is supported by two corbels, as well as the , are all incorporated with . On the first floor, you can see a frieze that contains loads of , which are decorated with , as well as decorated with acanthus foliage, and two featuring an angel holding a .
