The current two-story building, which was built for residential and commercial purposes, was built on a plot where the Milleker Restaurant used to stand. After its demolition, in 1867, the Milleker Hotel was built on that plot. Later on, the building became the home of the Vršac City Library, which was founded by the decision of the Magistrate at the end of 1887. The library started working for the public on January 15, 1888.

The founder of this library and its first librarian was , a famous historian and archaeologist, and the author of a large number of books and studies. After the establishment of the Museum, from 1897 until 1947, the City Library and the Museum worked as a single institution under one roof, and from 1947 as separate institutions, they began to significantly expand their activities.

The part that's placed on top of the Neo-Renaissance building contains an that states ГРАДСКА БИБЛИОТЕКА (City Library). The underneath it is decorated by and supported by various . The same counts for the straight and segmental , which are placed above the second floor windows. The that's placed underneath the straight pediments is embellished with a , which also counts for the air vents that are placed within the frieze on the first floor. Two of the second floor windows are flanked by columns, which are crowned with a Corinthian . The stone blocks surrounding the windows of the first floor all come together at the top towards the .
