The construction of the one-story building, which was built to solely be used for educational purposes, started in 1884 and was completed in 1886. The construction was executed according to a design that was created by the Hungarian architect Leopold Decer for the needs of the Hungarian Reading Room, which was founded in 1844 by Count . During his stay in Sombor, this building was visited in 1894, on the occasion of the 50th anniversary of the existence of the Hungarian Reading Room in Sombor, by Archbishop Đerđ Časka. After the , the new authorities placed the Sombor City Library in the building. Later on, it became the home of the department for children and young people of the City Library, which bears the name of the founder of the City Library in Sombor, .

A is placed on top of the Neo-Classical building, which holds an oval ornament that contains a book and a torch and is surrounded by laurel twigs. The tympanum, as well as the roof , are both lavishly decorated with . The that's placed underneath the tympanum features an that states ГРАДСКА БИБЛИОТЕКА (Citi Library). The tympanum, which is supported by and columns that are either crowned with a Doric or an Ionic , covers the underneath it. A balustrade with incorporated secures the loggia.
