The three-story building was built in 1921 to house residential premises on the two upper floors and commercial premises on the first floor. The building was constructed for the Serbian jeweler Aleksandar Mihajlović whose jewelry store was located on the first floor of the building. In the later period, there was a repair service for fountain pens and pencils called Pelikan, which was run by Đorđe Lazarević on the first floor. On the second floor of the building, there was a fashion salon called Madame Vera that was run by the Russian emigrant Vera Kalinina.

On top of the symmetrical building, which is built in the styles of Eclectic and Art Nouveau, you can see a semi-octagonal covered with a bell-shaped dome that's crowned with a . The mansard roof of which the oriel window is part, is topped with . If you look a bit further down, you can see another oriel window, which is topped with a balcony and surrounded by even more balconies. The building is richly decorated with motifs, loads of , and floral ornamentation, including and .
