The construction of the one-story was completed in 1922 and was built solely for residential purposes. The construction, which was executed according to a design that was created by the Serbian architect Čedomir Glišić from , was commissioned by the Serbian merchant and industrialist Jordan Roško Cvetković from Niš. Jordan's father Nikola was a baker, and in 1912 he became the owner of the first automatic mill in Niš. In the period between the two world wars, Jordan, together with his brother Stavro, extended the mill and introduced the electric drive, so that it became one of the largest mills in Serbia, known as the mill of the Cvetković brothers. Before the , in 1940, Jordan bought the brick factory called Cele Kula.

The top gable of the Art Nouveau building is decorated with a , two decorative vases adorned with , as well as a bass relief predicting the Greek god and the Greek goddess . Above the circle-top window, you can see two beautifully decorated , a symbol of abundance. The other two windows, which feature a with a decorative shell in their midst, are topped with festoon with a wreath in their midst. The of the are embellished with an motif.
