The two-story building was built in the late 1890s for the residential needs of the Hungarian tobacco merchant Baron Peter Herzog, also known as Pierre Herzog from . He was an enormously wealthy Jewish banker, grain and tobacco merchant, an energetic businessman, and a passionate art collector. He founded the tobacco trading company Herzog et Cie, managed in Kavala by Adolf Wix, and gained a virtual monopoly in Macedonian tobacco. By 1905 he had become the main supplier of the Ottoman Sultan in . In 1921 it was sold by Moris Herzog, son of Baron Pierre Herzog, to the Oriental and Overseas Tobacco Company. In 1937, the building was put up for forced auction due to the company's debts and was purchased by the Municipality of Kavala, under Mayor Athanasiou Balanos. Since 1937, the Municipality of Kavala has been housed here.

The top of the Neo-Gothic building, including the , features loads of . The arched windows are flanked by pillars, which are the same as the ones that are used as that are incorporated in the balustrades. The balustrades secure the balconies that are placed above the semi-hexagonal bay windows. The , which are scattered around the entire building, contain either a or a .
