The two-story building, which was originally built with an administrative and commercial function, was built in 1931. The building was used by the Bulgarian National Bank, which was founded on January 25, 1879, with its headquarters in . It was used as a branch of the bank until 1977. In more recent years, the building became the home of the Ritual Home, which was founded on September 19, 1997, by the Municipal Council of Kyustendil. The enterprise is a specialized unit of the Kyustendil Municipality for the provision of social and ritual services, including weddings and funerals.

On top of the building, which is built in the Neo-Classical style, you can see a , which is adorned with a containing the construction year, as well as , which are also used to adorn the roof . A straight is placed above the second floor windows, which are all supported by two . The balcony on this same floor is also supported by two corbels, and it's secured with a stone balustrade. The main entrance door that's located underneath the architrave is flanked by two , each of which is crowned with a Doric .
