The foundation stone for the construction of the administrative building was laid in 1905. The construction, which was executed according to the design of the Italian architect , lasted for five years later and ended with the declaration of Montenegro as a kingdom in 1910. It was built to house the embassy of Italy, which established diplomatic relations with Montenegro in 1879. Like most diplomatic mission buildings, it was surrounded by a beautiful park, and even before the building was completed, the area around it was used for playing tennis and golf. The Italian embassy was housed in the building until the , and in 1964, became in use by the Central National Library, which was founded in 1893 and named after Georgi Crnojevic.

The roof , which runs around the entire building that's built in the Neo-Classical style, is embellished with nicely decorated . Each of the windows frames, located on both the first and second floor, is adorned with a total of two . The magnificent porch that's located on the northern side of the building, is supported by four columns and four , which are crowned with a Doric . A roof terrace is placed on top of the porch, which is secured with a stone balustrade.
