The three-story building, which was constructed between 1881 and 1885, was built according to the design that was created by the local architect . It was originally built on the site of the former Customs Gate with a commercial function as the Palace of the Pension Office. The first floor of the building housed the restaurant and terrace named Transilvania for some, which was a famous restaurant at the time. The Post Office also operated here until 1903, when a new Post Office building was built. The Prefecture of Brașov County functioned on the second and third floors, and the Prefect's residence was also arranged in this building. After the and the communists coming to power, the People's Council of the Brașov Region functioned in the Rectorate building. Since 1968, the building has been under the administration of the University of Brașov.

A pointed supported by either two or three corbels is placed above the second floor windows, some of which concern a . Above these windows, you can see two , which are adorned with a rosette, while underneath these same windows, you can see a containing a total of either five or eight . The main entrance is flanked by two columns and pilasters, which are either crowned with an Ionic or a Doric capital. The spandrels that can be seen above the entrance are embellished with a statue of an angel. The that are located above the first floor windows are all decorated with acanthus foliage.
