The construction of the two-story building, which was built with an administrative and commercial function, took place in the period that lasted from 1906 until 1908. The building was built on the plot where the 16th-century one-story house of the Hirscher family used to stand. The Hirscher family was one of the most famous families of Brașov. The house was demolished in 1905 to make way for the current building, which was built according to the design that was created by the Austrian architect . The architect placed the deer antlers that had decorated the house of the Hirscher family. The large oval that shows the image of , the wife of Count Lukas Hirscher, was painted after a painting made in 1898 by the Brașov painter . The construction of the current building was commissioned by the Saxon National Bank, a financial institution established in 1899, with its headquarters in Brașov.

In 1929 the bank merged with the General Savings Bank of and continued to operate in the same building, and then the building was the headquarters of a Swedish electric company that built the city's electricity network. In 1948, the building was nationalized and taken over by the National Electricity Company, it passed, two years later, into the administration of the Ministry of Finance, and after 1990 it became a branch of Bancorex, a financial institution that disappeared at the end of the 90s. In 2011, the building was taken over by the municipality of Brașov, which later undertook rehabilitation works of the building, completed in 2022.

The mansard roof of the Art Nouveau building features several dormers and top gables, some of which are crowned with a . An was placed on the northeastern corner and the eastern side of the building. There are various other medallions, which are surrounded by garlands and contain several German words and sentences. Above some of the windows, you can admire a , while above some of the others, you can admire a or fragments adorned with . The notch on the eastern side of the building is separated from the street by a stone balustrade that contains .
