The construction of the two-story building, which always kept an administrative function and also had a commercial function in the beginning, started in 1897 and was completed in 1898. It was built on the site of the northeastern medieval walls of the bastion, which were demolished in the 1880s. The newly constructed building, which was built by the stonemason company Martin Stenner, was built as the Hungarian Royal Financial Palace. The building served as a financial institution for half a century, and then after the , the city administration moved here, then known as the People's Council. The building was slightly rebuilt to suit the new purpose, but its appearance did not change significantly. In 1994, its new ballroom was inaugurated, and between 2005 and 2006, its inner courtyard was covered with a glass roof, creating a new room that is used as a wedding and event hall.

On the southeastern corner of the building, which is built in the styles of Eclectic, Neo-Renaissance, and Art Nouveau, a can be seen that's covered with a bell-shaped dome. The dome, which contains several dormers, is topped with a lantern tower that's crowned with a . The dormers, as well as the ones that are placed in the mansard roof, are also crowned with yet another finial. Impressive top gables can be seen at the same height, some of which contain a circular window, while another one features a clock. The top gables are alternately decorated with obelisks, decorative vases, , adorned with , crowned with a Doric , and with incorporated .

The , which separates the attic from the rest of the building, is embellished with . At some points, these dentils alternate with , in the midst of which you can also see an ornament adorned with floral ornamentation. The alluring pilasters and columns that are placed on the second floor, are embellished with cartouches and crowned with an Ionic capital. A straight or pointed , some of which are broken, as well as a , are placed above the second floor windows. In some cases, you can also see a placed in an adorned with guttae. Another apron is placed underneath some of these same windows, and in some cases, another balconet can be seen with four balusters incorporated.
