The three-story building, which was built for administrative and commercial purposes, was constructed in the period that lasted from 1877 until 1878. The building was built according to the project that came from the hand of the local architect . After its completion, the administration of Brașov moved to a newly constructed building, which was housed here until the 1940s, when it moved to the building of the former Hungarian Royal Financial Palace.

The that are placed underneath the roof of the Neo-Renaissance building are embellished with foliage. The straight that are placed above the third floor windows are supported by two , while the pointed pediments are supported by three corbels. Between some of these corbels, you can admire a total of two . Below the latter windows there is a with five incorporated , which also applies to the windows one floor below. The windows on the second floor are flanked by two , which are either crowned with a Doric or a Composite . The stone blocks on the first floor, unlike the , are decorated with the technique.
