The construction of the two-story building, which was built with the sole purpose to become an entertainment building, was constructed somewhere at the beginning of the 20th century. It's assumed that it was designed by the Austrian architect from , who also designed the synagogue in the city. The building was built by the Jewish community to house the Jewish Casino, which operated in the building until the . After the war and the nationalization of the building, a branch of the Romanian company Romgaz moved into the building.

The symmetrical building, which was built in the Art Nouveau style, features two domes, both of which are crowned with a . Underneath the segmentally shaped , which contain a , you can see an and an motif. The eave between the cornices is embellished with an ornament that's placed within a . The two are decorated with floral ornamentation, as well as a that's adorned with a festoon, a , and a decorative shell. Underneath the lunettes, you can admire a , and underneath the windows above which they are placed, you can see, among other things, some . The central is supported by a total of four and secured with a stone balustrade with incorporated .
