The two-story administrative building was built in the period that lasted from 1906 until 1908. Mayor had announced his intention to build a new building for the City Hall as early as 1903. However, following prolonged debates, the project was only approved on May 16, 1905, when the competition for architectural projects was announced. The winning design project, which was chosen from a total of 14 entries, was won by the Jewish Hungarian architects and on May 25, 1905. Although their design won, the commission asked them to use parts of four other purchased projects. The execution of the construction was entrusted to the Romanian-Hungarian architect and publicist .

The tin work was done by tinsmith Károly Nagy, locksmith work by locksmith Károly Panajoth, the room paintings and paintings by painters Jenő Nagy and Dezső, and glass work by local craftsmen Károly Bartsch, a glass merchant. The building wood and furniture order was won by and Sons. The outer wall featured an impressive coat of arms of the Kingdom of Hungary, as well as the window panes painted by , which has been removed. In 1962, the building became the administrative headquarters of the Mureș County Council and the Mureș Prefecture.

The roofs of the building, which is a beautiful mixture of the styles of Art Nouveau, Neo-Baroque, and Neo-Gothic, are covered by different colored roof tiles that were created in the factory in . They are used, among other things, on the sixty-meter-high bell tower, which, like the pyramid hip roofs, is crowned with a . The clocks that are installed in the tower were made by János Müller and the bells by Ferenc Thúri. After the , a red star was placed on top of the tower, which was removed in 1982. The part in which the bells are hanging is supported by loads of columns, which are crowned with a Romanesque .

The decorative tiles that are placed on the tower, which are also made at the Zsolnay factory, are also used to decorate the rest of the building. The same counts for the ceramic decorative ornaments, which are abundantly used. The facade of the part of the building features the of Romania and two ornamental eagles. Another coat of arms, this time of the city of Târgu Mureș, is placed above the main entrance door. Two are connected to the balcony that's placed on top of the porch that covers the main entrance. The balconet are supported by two and secured with lovely wrought iron railings that are connected by piers.
