The construction of the multi-story building, which was built for cultural purposes, started in 1911 and was completed in 1913. The design of the construction came from the hand of the Jewish Hungarian architects and . The idea of building a house of culture appeared in 1907 when the mayor of the city, , an erudite and ambitious personality who constantly supported the modernization of the city, convinced the Council of the Free Royal City to approve this project. The idea came from a national project in which the government allocated long-term loans to small and medium-sized cities to build cultural centers for the 40th anniversary of the coronation of Emperor . The windows were proposed to represent Europe at the 1914 Exhibition of Decorative Arts, but due to the outbreak of the , only their prize-winning sketches were sent to the exhibition. The works survived the in the basement. The interior hall is imposing, being 45 meters long, made of marble, and bordered by two mirrors.

On the third floor of the Art Nouveau, the exterior facade is decorated with 's mosaic entitled Homage to Hungary. In the center, the allegorical female figure of Hungária sits on the throne, with the Hungarian crown on her head and a sword in her hand. The angel on the left holds the coat of arms of Marosvásárhely and the one on the right holds the coat of arms of King . In the parapet of the windows on the second floor, there are portraits carved out of stone, which immortalize the greats of Hungarian literature, science, and art. The four bronze reliefs that are placed on four semi-circular central show scenes featuring important Hungarian figures. The two oriel windows that flank these four oriel windows are both supported by two . The complete entrance on this side of the building is covered with a large .

The roof of the building is covered with blue, red, and white tiles made by the famous factory. Around the building, you can see several other mosaics and showing scenes of folklore dances and music. The cute little around the entire building, including the ones placed on several corners, are secured with a stone balustrade that contains column-like . The stone blocks that are used on the first floor, including the and , are decorated with .
