The construction of the one-story building, which was originally built for administrative and commercial use, was completed in 1901. The building was constructed according to the project of the architect and the project was approved by the Russian architect . The construction was commissioned by the City Bank, which during the Soviet times became the Soviet State Bank, and operated in the building until 1974. In the 1970s, a group of intellectuals led by , the first conductor of the Philharmonic Symphony Orchestra, promoted the idea of ​​building a new concert hall in which an organ would be installed. This idea was supported by the then leadership of the republic, which decided to rebuild the interior of the bank, adapting it for chamber music and organ concerts. The parquet floor was executed by craftsmen from Western Ukraine, the ornaments on the ceiling were made by restorers from , the white chairs, were padded with velvet fabric and the ornaments were polished by goldsmiths from , the Bohemian crystal chandeliers were made by craftsmen from the Czech Republic. The organ, which was used for the first time on September 15, 1978, was built by the company named Rieger-Kloss from the Czech city of .
