The three-story building was built in the 1880s as one of the first administrative buildings in the city. The building was once the seat of the Lăpușna County Court, which functioned here until the start of the in 1940. In the post-war period, the building was elongated along Fântâlinor Street, and other architectural changes were made. Later on, the building became the headquarters of the Moldovan Railway Company, which was founded on March 30, 1992.

On top of the building, which is built in the styles of Eclectic and Neo-Classical, you can see four and a balustrade that contains some .
