The construction of the three-story building, which was built for governmental and administrative purposes, started in 1903 and was completed in 1904. The project was presented by Lieutenant Colonel Ivanițki, the technical supervision was carried out by the city architect Mitrofan Elladi, and the construction was placed under the supervision of Captain Piotr Heidenreich. After the completion of the construction, which was approved by the Construction Section of the Governmental Administration, it became in use by the Bessarabia Governorate. During the interwar period, the premises of the building were used by the State Printing Office, and in 1940, the building became the home of the Urban Police Inspectorate. During the , when the Soviet troops withdrew, the building was damaged after it was blown up with dynamite. It was partially rebuilt in the first years after the war. During the Soviet period, the building housed the Institute of Food Industry.

A majestic bell-shaped dome is placed on one of the corners of the building, which is built in the Eclectic style. Around the same height, you can see several pointed , as well as balustrades with incorporated . The pediments are parts of the roof , under which loads of are placed. The , which are placed above some of the third floor windows, are adorned with floral decorations. The windows, as well as the that features an ornamental object, on this floor, are flanked by crowned with a Romanesque , and underneath them, there's a with incorporated balusters. A is placed above the first and second floor windows, some of which are adorned with floral decorations. The entrance on the western side is covered by a porch supported by columns that are crowned with a Corinthian capital, while the that covers the entrance on the northern side is supported by two corbels.
