The construction of the imposing three-story building, which was built for administrative purposes, was completed in 1899. The design for the construction was created by the Croatian architect from , who was 32 years old at that time. It was initially built to house the Royal Court Table of Osijek, and later on, it became the home of the Municipal and County Courts of Osijek.

One of the most famous trials that took place in this building is the trial of the legendary Slavonian bandit Jovan Stanisavljević, better known as Čaruga. He and his comrades executed many robberies, but their greed proved to be fatal on October 14, 1923, when they attacked the property of Count Eltz of Vukovar. In the process, they killed forester Franja Pirkmayer, but they did not notice how old coachman Mato Kaufman managed to sneak away and call the gendarmes. There was an armed conflict, the robbers escaped but without loot. On December 23, 1923, Čaruga was arrested in as Nikola Drezgić. By February 1925, Čaruga's trial at the court in Osijek was finished, and he was subsequently hanged in front of a crowd.

The columns and pilasters that stretch all the way up from the second until the third floor, are all crowned with a Corinthian . A straight is placed above a lot of the windows, most of which are supported by two . You can also admire a decorative shell above various windows or a placed in the middle of two . Some of the that are placed underneath some of the windows are embellished with and .
