The two-story building was built in 1895 according to the plans of the Croatian architect . The building was built for the residential needs of the Croatian politician, lawyer, and meritorious worker in culture, Dragutin Neumann, and his wife Adele Neumann. Dragutin was born in on January 13, 1856, and attended high school in Osijek and graduated in law in . Since 1886, he has been a lawyer in Osijek, and soon he progressed in local, then state politics. He was a city representative and deputy mayor of Osijek on two occasions, and in 1910 he held the office of President of the Parliament. He played a role as a mediator in arranging relations between the Croatian-Serbian coalition and the Croatian politician . He contributed to the cultural development of Osijek. He founded the newspaper Narodna Obrana, he is responsible for Croatian theater as a co-founder of the Theater Society, and he helped Croatian literature by establishing the Club of Croatian Writers and Artists. Dragutin Neumann died in on April 11, 1911.

Since 1964, the building has been the home of the Museum of Fine Arts, which was founded a decade before that in 1954. Since that year, under the directorship of the painter , it has been operating as an independent institution. The art collection existed before the establishment of the gallery and was an integral part of the Museum of Slavonia, which was founded in 1877. The first material was obtained by donations from citizens at the end of the 19th century, but it could not be properly displayed due to lack of space. The oldest paintings and graphics kept in the gallery come from the first half of the 18th century.
