The construction of the building, which was built for administrative purposes as the first three-story building in Šabac, started in 1905 and was completed in 1906. The building was built for the needs of the principality of the Podrinj district according to the project that was created by the Serbian architect . The Central Post Office was also housed under its roof until the , and between the two wars, it was used for the needs of the Oblast department, as well as for the Chiefdoms of Počerski County.

On top of the part of the building, which is built in the Academicism style with elements of Neo-Renaissance, you can see , as well as a dormer topped with a segmental . The roof , which runs around the entire building, is adorned with . Either a straight or a pointed pediments is placed above some of the second and third floors, some of which are supported by , while one of the pointed pediment is embellished with a decorative shell. Above three of the windows, you'll be able to see a , while above all of the other windows, a can be admired, some of which are decorative with floral decorations. Underneath the second floor windows, you can either see an or a that contains several and garland wreaths. There are two located on the first floor, containing two intertwined letters.
