The construction of the two-story building, which was built for educational purposes, was completed in 1886, during the city's heyday. It was built to house the Old Folk School, which was founded in 1874 as a unisex junior public school. Until 1954, the school operated as a four-grade school, but in that year, it began to grow into an eight-grade school. Throughout history, the school didn't stop working until the outbreak of the in 1991. Then the attack of the Yugo army and Serbian paramilitary formations on Lipik made its work impossible, and students and teachers had to go into exile. During the war, the building was damaged to a considerable extent, and in October 2004 it was completely renovated and opened as a Multicultural Center and now houses the city library and reading room.

The building, which is built in the styles of Neo-Classical and Neo-Renaissance, features a total of three , which are, just like the roof , all decorated with . One of the tympanums, just like the frieze, is embellished with beautiful floral , even showing the date of construction. One of the parts of the building contains a , of which the windows are flanked by a column and that are crowned with an Ionic .

The same counts for the other second floor windows, while the larger pilasters are crowned with a Doric capital. Above all of the other second floor windows, a pointed can be admired. A is placed underneath the second floor windows, which contains a total of five . The of the avant-corps parts and the stone blocks, including the , on the first floor, give the building a strong appearance.
