The construction of the multi-story cultural building, which was built on a plot of two 17th-century buildings and later became known as the Fatra House of Arts, started in 1919 and lasted until 1921. The construction was ordered by Ján Rufínus Stejskal and executed based on designs by engineer Székely. The construction, which was executed by the Žilina company of Ludvík Kantúrek, took a relatively long time to build because of several changes to the plan. After the building received authorization for use in December 1921, the first Slovak feature film called received its premiere here on January 3, 1922. Between 1983 and 1988, the cinema was reconstructed to serve the needs of the Slovak Sinfonietta, a state-supported chamber orchestra based in Žilina created in 1974. The first celebratory concert was on January 4, 1989. The thirty-four member chamber orchestra gained a significant reputation not only in Slovakia but also abroad.

At the top of the Art Nouveau building, just above the stating the name of the building, you can see an ornamental lyre harp surrounded by floral ornamentation and two holding a mask and a mandolin. The underneath this spectacle has some supportive underneath it. The two fragments underneath these corbels are decorated with , a , and a goat. On top of one of the three semi-hexagonal , which are embellished with surrounded by floral decorations, you can see a balcony, of which the securing stone balustrade is adorned with another lyre harp.
