The construction of the building, which was built as a five-story residential and commercial building, took place between 1887 and 1888. The architect that created the design is not known for certain, it is believed to have been the German-Bohemian architect and master builder . It was built for Anton Heinrich Vinzenz Pupp, who had it constructed for his wife Maria, maiden name Mattoni, and was originally intended for family living, but it also served as an annex of Grandhotel Pupp. Anton Pupp was born on April 5, 1841, in Karlsbad, nowadays Karlovy Vary, as the son of Heinrich Josef Wilhelm Pupp and Theresia Pupp, born Geisinger. He was trained as a confectioner and married into the Mattoni family in 1866 when he married Maria, the sister of the well-known Bohemian-Austrian industrialist and namesake of the Karlsbad mineral water Mattoni, . Their marriage produced seven children, among which was Karl Pupp, who became the owner of the building. In that same year, he transferred it to his son Leo Pupp, who had the building adapted and modernized to its present form between 1929 and 1930.

During the , the building, like all other spa houses and hotels in Karlovy Vary, was turned into a hospital for wounded German soldiers. After the war, the building was confiscated from its owner, Emmy Pupp, and she and her two daughters were removed. During that time, the representatives of the Red Army occupied the building, which they vacated in 1947. After that, the house was managed by Czechoslovak Hotels, from January 1, 1950, by the Ministry of Health, and from the end of 1960, by the Municipal National Committee of Karlovy Vary. The local economy enterprise then turned it into a residential building.

The , as well as the columns, which are mainly used to support the large , are either crowned with a Corinthian or a Doric , of which the latter is decorated with an motif. The loggias, as well as the and the balconies, either contain a wrought iron railing or a stone balustrade that contains . The , on which the balconies are placed, are supported by two beautifully decorated each.
