The four-story building, formerly known as Haus Austria, was built somewhere in the third quarter of the 19th century as a residential building. Between the years 1904 and 1905, the building was reconstructed according to the design of the architect and builder Karl Heller for its owner Isabella Mieg, maiden name Pupp. She was born on February 8, 1869, in Karlsbad, nowadays Karlovy Vary, and married to Arthur Ludwig Victor Mieg with whom she had three children, which were named Alice, Oscar, and Robert, who were born between 1891 and 1897.

The attic of the building, built in the Neo-Baroque and Art Nouveau styles, features two smaller dormers topped with a pointed and a large dormer topped with an open segmental pediment. The dormers are brightened up with a decorative vase, , a Greek key motif, , oval-shaped , and garlands, including . Many of these ornaments were also used to decorate large parts of the main facade.
