The building, which was first mentioned in 1839, was rebuilt as a residential and commercial building in its current form in the period that lasted from 1910 until 1911. The building, which became known as Kreml, was constructed according to the project of the city builder . In every room of the current building, there was a tiled stove, hot water supply, and huge double sinks. Between 2003 and 2006 an extension took place in the courtyard plots.

The building, built in the Art Nouveau style, features many balconies, which are all supported by three or five corbels that are adorned with and floral and geometric decorations. The balconies are secured with a curved wrought iron railing, which is embellished with , foliage, and . On top of the building, in addition to various dormers, you can see three domes, all of which are topped with a . Underneath the roof , you can admire loads of , as well as surrounded by garlands. The square-shaped parts depict either a rising sun or a garland wreath with four incorporated squares. There are also some rectangular shapes in which a garland wreath is depicted to which two are attached. The central entrance is covered with an , which is supported by two corbels and it features a globe in which a light is placed.
