The construction of the building began in 1922 and was completed in 1925 and was designed by architect . The exquisite sculptural decoration is the work of the Bulgarian sculptor . Initially, it housed the private clinic of the Bulgarian surgeon and obstetrician-gynecologist, Doctor . His clinic has been operating for only a few years, it is assumed that he lost the building due to bankruptcy.

Later, in 1936, the building was rebuilt into the Grand Hotel New York, hence the date of the facade was changed. On the first floor, there was a cafe that was frequently visited by the actors from the nearby theater. After the coup of , the building has been nationalized and the Odessos Territorial Tax Directorate is located in it. After a major reconstruction in 2006, the Opera Building turned the cultural monument building into a modern office center.

The symmetrical building is built in the style of Art Nouveau and features multiple statues. The statues on the side, are a group of statues of two each, holding a horn on which they are blowing. In the center of the building, there is another group of statues, one of which is a female figure and the other two are male figures. The three groups of statues are surrounded by two decorative vases. In the circular shaped gable, you'll see a with the date 1936, the date the Grand Hotel New York moved into the building. The ribbon that flows along the arch contains a motif. The between the third and fourth floor is decorated with a strip of .

The building contains a total of five , all with a balcony on top of it, which is secured with a stone balustrade that contains . At some places in between the oriel windows, there are some more balconies, some of them are secured with a stone balustrade, while the others with a cast iron railing. The fragments between the second and the third floor are either adorned with a decorative vase, a cartouche, , or an motif. A beautiful wavy motif can be seen in the fragments located above the windows on the third floor and an motif underneath the balconies on the second floor.
