The project for the residential and commercial building was created by the Italian architect and the Bulgarian architect . The construction of the building was completed in 1920, immediately after the . The upgrade that took place in 1929, in which an extra floor was added, was again carried out by the architect Svetoslav Slavov. The construction was commissioned by Stefan Miltiadov, the eldest son of the twelve children of the Miltiadov family, large traders in grains, grocery goods, delicacies, and the owner of vineyards and saltworks in . The first floor was occupied by a store that sold colonial goods and delicacies.

The building, which is built in the styles of Art Nouveau and Eclectic, contains three stepped gables, which are either adorned with a that used to contain a clock, or a richly decorated .
