The construction of the three-story administrative governmental building, which was built by a design that came from the hand of the Serbian architect , started in 1893 and lasted until 1895. The sculpted statues, which represent several Greek goddesses, were created by the sculptor Julije Anika. wanted to Serbian National Theatre to be built on this plot, but Catholic Church demanded that City Hall should be built right in front of the on the main city square. It was built for the Magistrate of Novi Sad, an institution that has been working for the city since 1748 when the city gained the status of a free royal town.
The building in 1920
In 1907, a bell was installed in the tower, which was placed there by the firemen to sound the alarm when a fire broke out in the city. In the ceremonial hall on the first floor, the painter Pavle Ružička made symbols of craftsmanship, trade, and commerce in a symbolic way. The first assembly session in the new palace was held in this hall on January 3, 1895, and the famous Novi Sad balls were also held in it. Nowadays, there are no more balls in the Magistrat, except for New Year's.

The tower that towers high above the building, which was built in the styles of Eclectic and Neo-Renaissance, contains a lantern tower, as well as a that's placed on the . All of the other pilasters that are present around the entire building are either crowned with an Ionic or Doric capital. Above some of the third floor windows, you can see a band that's decorated with , while the one that's located above some of the second floor windows is decorated with a wavy pattern. The balconets that are located underneath the second floor windows, either contain a total of six or nine . The , which are placed above every window, including the ones that are topped with either a segmental or pointed pediment, are all adorned with acanthus foliage. In addition to an impressive that covers the main entrance, the building also contains many that are beautifully decorated with . The cartouche that's located in the central part of the part, contains the coat of arms of Novi Sad.
