The foundation stone for the new Sofia University building was laid on June 30, 1924. The funds were secured by the brothers Evlogi and Hristo Georgiev. The rectorate was built according to the initial plans of the French architect Henri Bréançon, whose design won the competition in 1907. The plans were developed by and revised by , who also directed the construction, but died before the official opening on 16 December 1934.

From 1940 began to design and manage the expansion of the Sofia University , the construction of the north and south wings. It successfully connects the existing central part with the new wings.

The main entrance, which is located on the southwestern corner of the building, is flanked by two statues of its donors, the brothers Evlogi and Hristo Georgiev.

The building, which was built in the styles of Neo-Baroque and Neo-Renaissance, is crowned with a huge dome above the main entrance door. The , on the main facade, states "Софийски университет • Св. Климент Охридски •" (Sofia University "St. Kliment Ohridski”). The six circular , which are decorated with Ionic , give the building extra allure. A lavishly decorated containing a fire torch is placed above each of the three double-winged doors. Underneath the roof , a strip of is placed, which is adorned with foliage and can be seen around the entire building. The corners of the wings have the same pilasters, but in this case only four. Above the circle top window, within the open part of the pointed , a cartouche is placed that's surrounded by a statue of a female and a male figure, which are created by the Bulgarian sculptor . The cartouche is embellished with either a torch, which is a symbol of knowledge, learning, and enlightenment, two with flames that symbolizes eternal life, a book, which stands for knowledge, and two with a bust of Saint Kliment Ohridski.
