The construction of the four-story building, which was solely built for commercial purposes, took place in 1907. It was built according to a design that was created by the Serbian-Jewish architect , who received an offer to design the building while still being a student at the University of . The offer to design the first department store in Belgrade was made by the wealthy Jewish merchant, banker, member of parliament, and philanthropist, Bencion Buli, who was born on May 21, 1867, in Belgrade. He was born in the family of , who was a merchant, the president of the Belgrade Sephardic municipality, and a member of parliament.
Bencion Bulli
Bencion finished primary and secondary school in Belgrade and the Higher Commercial Academy in Vienna. After his education, he returned to Belgrade and took over his father's bank, which he brought to the ranks of the best banks in the Kingdom of Serbia. He also built a textile company and a straw hat factory. He was a shareholder and member of the Board of Directors of Belgrade Trading Savings Bank, a member of the Board of Directors of Industrijska Banka, and was also on the board of the Stock Exchange. During the , with his own funds, he established reception centers for Serbian refugees in , , and . After the formation of the Kingdom of Yugoslavia in 1918, he left politics, and later, became the president of the Belgrade Textile Industry and the Belgrade Sephardic Municipality. Bencion Bulli died on August 21, 1933, in Vienna, at the age of 66.

On top of the symmetrical Art Nouveau building you can admire that's placed between two piers, which are crowned with a . The that are placed underneath these piers are beautifully adorned with all sorts of geometric shapes, as well as a female . The curved band, the wrought iron , as well as the part above the main entrance door, are all beautifully decorated with floral ornamentation. The decorative suns that can be seen between the large windows of the fourth and third floors are flanked by two floral ornaments. The main entrance door is embellished with two masterful and interesting handles in the form of swans.
