In 1934, immediately after the merger of the Bulgarian Agricultural Bank and the Bulgarian Central Cooperative Bank, the building was chosen by for the purposes of the Council of Ministers of the Kingdom of Bulgaria, which remained at this address until 1944. The attic and corner domes of the building, the facade from Rakovski Street, as well as a large part of the interior of the building, were destroyed by direct hits on January 10, 1944.
The building after the bombing
The Neo-Classical and Neo-Baroque building features several entrances. The main one is located on Rakovski Street. The entrance to the offices of the bank's employees is on Ivan Vazov Street. The facade of this street contains a total of three balconies. The balconies are supported by two , which are decorated with and floral ornamentation. The above the circle top windows contains a , which is decorated with volutes as well.

A , with eleven each, can be seen underneath each window on the second floor. Between the windows on the second and third floor, you'll see a with an Ionic . The keystones above each of the windows are decorated with volutes and foliage. The corbel like , which can be admired just underneath the roof , are all adorned with two .
