The construction of the administrative building started in 1909 and was completed in 1910 and was executed according to the plans of an unknown architect. The construction of the two-story building was carried out by contractor Milan Stefanović and was built to house the Niš County Council. After its completion, the revolutionary, guerilla, and the head of the county, fighter, , lived in the building for many years. Later, the building served as the District and County Court, and in 1937, a wing was added to the building, and in 1957, another floor. During this reconstruction, the appearance of the facades was simplified, by destroying the entire ornamentation. During the last reconstruction of the facade in the 1990s, at the request of the Institute for the Protection of Cultural Monuments from Niš, all the ornamentation was returned to the building.

The that's placed on the corner of the Art Nouveau building is topped with a lantern tower adorned with and crowned with a . In addition to several clocks, the turret also contains several fragments containing either the , the years 1910, 1937, 1957, and 1997, another coat of arms, an stating ПАЛАТА ПРАВДЕ (Palace of Justice), as well as ornamentation consisting floral and ornamentation. Most of the that can be seen around the entire building are lavishly decorated with all sorts of floral and geometric ornamentation, and at its bottom a fragment featuring a scale, as a symbol of justice. The segmental band that can be admired above the first floor windows, is beautifully embellished with volute motifs. The hip roofs of the parts of the building are crowned with .
