The construction of the three-story building, of which the first floor is used for commercial purposes and the upper two floors for residential purposes, was completed in 1930. It was built according to a design that came from the hand of the Serbian architect for the Serbian merchant, banker, and philanthropist Andon Andonović, who owned a fashion and haberdashery company and was one of the largest importers of goods from Italy, France, England, and Greece. During the , he gave his premises to the Red Cross of Niš, which was founded on January 19, 1878.

On January 1, 1885, at the dawn of the , Bishop was elected president of the Niš Red Cross subcommittee. During the war, in 1885, the Red Cross of Serbia entrusted the Niš subcommittee of the Red Cross to accompany the action of transporting medical supplies for the needs of the Bulgarian wounded. When the Bulgarians entered Niš, the Bulgarian Red Cross, not remembering the services rendered to it by the Red Cross of Niš in 1885, looted the warehouses of the Niš organization. During the Second World War, the Red Cross in Niš was involved in the liberation of children from the camps. After the war, the Red Cross adapted its mission to the needs of the devastated country and the impoverished population, and for this reason, focused on providing all kinds of assistance to the population.

The top of the scaly sheet metal mansard roof of the Neo-Classical building, which contains five dormers, is adorned with an motif. The that stretch all the way up from the second to the third floor are crowned with an Ionic . The part above the third floor windows is adorned with even more acanthus foliage and a , while the parts above the second floor windows is adorned with a . The that are placed underneath these windows are all supported by multiple . The central part of the facade is decorated by a statue of the Greek god , which holds a bag in one of his hands and a in the other.
