The construction, which took place in 1924, was executed according to a project that came from the hand of the Jewish architect . The building was built for the residential needs of Hotel Luxembourg, one of the five hotels that were built in this street during that time. All that time it operated as a hotel, but only changed its name to Rea from 1970 until 1995.

The dome and surrounding mansard roof of the building, which is built in the styles of Eclectic and Neo-Baroque, contains multiple dormers. The two dormers that are located in the dome, which is crowned with a , are embellished with a . Underneath the that separates the attic from the rest of the building, you can alternately see either or . Another cartouche is placed above two of the third floor windows, which are flanked by two ornamental bow ribbons. The third and second floor windows contain a wrought iron that's supported by two corbels adorned with and a garland. A is placed above some of the third floor windows, as well as above the second floor windows.
