The first stage of the construction of the building, built with a cultural function, was completed in 1907 and was constructed according to a design of the Bulgarian architect . The construction of the second stage started in 1914, which was executed by a project of the Bulgarian architect Balkandzhiev, and was completed in the 1930s. It was built for the community center by the name Bratstvo, which was founded on July 1, 1869. The purpose of the community center, according to the statute of 1879, is to increase the education of the population of Kyustendil. The community center also provided a library, as well as a cinema that dates back to 1900.

During the , the community center was turned into a warehouse. After the coup of , 1944, the community center was moved into the building of the District Territorial Complex called Culture. In 1981, it moved to the former building of the District Court, and later in 1992 to the building of the Youth Home. In 1981, by the decision of the Central Committee of the Bulgarian Communist Party, the building of the community center on the Velbazhd Square was destroyed despite the citizens' protests. Nowadays, only part of the eastern facade has been preserved.

The of the Art Nouveau building where theatrical performances were held, was located on the eastern side. Two garlands were placed above the circle-top windows and within their midst a , which was also used on top of some of the first floor windows. The top of the pilasters, which is partly constructed from stone blocks, is beautifully decorated with all kinds of geometric shapes, including a .
