The four-story building, which was built somewhere between 1915 and 1916, was constructed according to the design of the Romanian architect . The building was built on the plot where a one-story Neo-Classical building used to stand. The building housed several commercial premises on the first floor and the Commercial Academy on the upper floors. The initial name of the educational institution, established by the high royal decree of of of Romania on April 6, 1913, was the Academy of Advanced Commercial and Industrial Studies. It was the first economic higher education institution established in Romania and it became one of the largest economic higher education institutes in both Romania and South-Eastern Europe. The building, like the adjacent Anker Palace, was demolished in November 1939 to make way for the reorganization of the Royal Palace Square.

Two domes towered above the Neo-Baroque building, which were adorned with several and both crowned with a . The domes, as well as the surrounding mansard roof, featured many circular dormers. The parts in front of the domes were topped with a decorative vase surrounded by two statues that were lying on a segmental . A lavishly decorated was placed underneath the pediment, which was flanked by two gigantic . An adorned with , which is used elsewhere as well, is placed underneath the cartouche. Another cartouche, a , or an open segmental or open pointed pediment is placed above the windows. The facade was embellished with a total of six , which are surrounded by garlands. The columns, which were present in different sizes, were all crowned with an Ionic . A ran along the entire facade, which was supported by loads of and was secured with a stone balustrade that contained a lot of .
