The construction of the two-story building, which was built for administrative purposes, was completed in 1900. The construction was executed by the design that came from the hand of the Serbian architect . The building, which was in use as the Belgrade District Court, housed the 's secret prison during the . The building was demolished in 1955 due to the construction of the then Marx and Engels Square.

The symmetrical building, which was built in the Neo-Renaissance style, was topped with a circular dormer and two top gables in which a statue was placed. The dormer was decorated with a , while the two top gables were adorned with a pointed , but all three were decorated with globes. The that separated the attic from the rest of the building was embellished with . Several more pediments were placed above the second floor windows, as well as on top of the porches that covered the two entrances. The two columns that supported the last mentioned pediments were crowned with a Doric , while the ones that were located on the second floor were crowned with an Ionic one. A with incorporated was placed underneath three of the second floor windows.
